Loved Ones…while an undergraduate student in college I participated in creating and organizing the first “Earth Day”…wearing denim bell bottoms, a blue work shirt with motor cycle boots and leather head band ….

Myself along with a group of others (both Greeks and Long Hairs) organized and participated in something along the lines of a “march against the war”….but it was a protest of a different sort…we were protesting the abuse of our environment….

It was April22nd …1970…we took up a collection of change/monies….went to the local car dealership and bought a new car…pushed it by hand…without starting it… from the showroom to the campus and buried it deep underground in the middle of the campus court yard….spontaneous and most unconventional we were…a lot of fun too…when you are young…and desire to change the world…combined with massive enthusiasm…interesting things can happen.

That was some 39 years ago…and now…well this planet is fully aware of what is referred to as GOING GREEN.

Loved Ones I have had the privilege of being a permanent resident of New Zealand…New Zealand is a GREEN COUNTRY…the United States can learn much from the loving people and government of this Island near the South Pole.

American clandestine and covert health care delivery methods
Loved Ones…you are the target of health care management techniques which are clandestine and covert…these are the same techniques used on “enemies of the United States”….the one big difference is you are Americans who are paying for this with your hard earned monies and with your physical bodies….read the following and give thought to how elected officials, media conceptual development/advertising and “neutralization” of participants are functionally implemented by the largest health care delivery systems here in our own homes.

Clandestine Operation: An operation sponsored or conducted by governmental departments or agencies in such a way as to assure secrecy or concealment. A clandestine operation differs from a covert operation in that emphasis is placed on concealment of the operation rather than on concealment of identity of sponsor. In special operations, an activity may be both covert and clandestine and may focus equally on operational considerations and intelligence-related activities.

Covert Operation:
An operation that is so planned and executed as to conceal the identity of or permit plausible denial by the sponsor. A covert operation differs from a clandestine operation in that emphasis is placed on concealment of identity of sponsor rather than on concealment of the operation.

Loved Ones…I have spent more than 30 years providing health care to souls in this country….and believe me when I say….our health care system is a war zone.

Why…because of the greed of huge insurance companies and their contractors and subcontractors all in the business to make money from persons who are desperate for health care…this is a criminal act…this is greed at its worst…

Loved Ones…why doesn’t the United States have universal health care as a right of citizenship? The United States is the only industrialized nation that does not guarantee access to health care as a right of citizenship.

28 industrialized nations have single payer universal health care systems, while 1 (Germany) has a multipayer universal health care system like President Clinton proposed for the United States.
1. Myth One: The United States has the best health care system in the world.
• Fact One: The United States ranks 23rd in infant mortality, down from 12th in 1960 and 21st in 1990
• Fact Two: The United States ranks 20th in life expectancy for women down from 1st in 1945 and 13th in 1960
• Fact Three: The United States ranks 21st in life expectancy for men down from 1st in 1945 and 17th in 1960.
• Fact Four: The United States ranks between 50th and 100th in immunizations depending on the immunization. Overall US is 67th, right behind Botswana
• Fact Five: Outcome studies on a variety of diseases, such as coronary artery disease, and renal failure show the United States to rank below Canada and a wide variety of industrialized nations.
• Conclusion: The United States ranks poorly relative to other industrialized nations in health care despite having the best trained health care providers and the best medical infrastructure of any industrialized nation
3. Myth Two: Universal Health Care Would Be Too Expensive
• Fact One: The United States spends at least 40% more per capita on health care than any other industrialized country with universal health care
• Fact Two: Federal studies by the Congressional Budget Office and the General Accounting office show that single payer universal health care would save 100 to 200 Billion dollars per year despite covering all the uninsured and increasing health care benefits.
• Fact Three: State studies by Massachusetts and Connecticut have shown that single payer universal health care would save 1 to 2 Billion dollars per year from the total medical expenses in those states despite covering all the uninsured and increasing health care benefits
• Fact Four: The costs of health care in Canada as a % of GNP, which were identical to the United States when Canada changed to a single payer, universal health care system in 1971, have increased at a rate much lower than the United States, despite the US economy being much stronger than Canada’s.
• Conclusion: Single payer universal health care costs would be lower than the current US system due to lower administrative costs. The United States spends 50 to 100% more on administration than single payer systems. By lowering these administrative costs the United States would have the ability to provide universal health care, without managed care, increase benefits and still save money
4. Myth Three: Universal Health Care Would Deprive Citizens of Needed Services
• Fact One: Studies reveal that citizens in universal health care systems have more doctor visits and more hospital days than in the US
• Fact Two: Around 30% of Americans have problem accessing health care due to payment problems or access to care, far more than any other industrialized country. About 17% of our population is without health insurance. About 75% of ill uninsured people have trouble accessing/paying for health care.
• Fact Three: Comparisons of Difficulties Accessing Care Are Shown To Be Greater In The US Than Canada (see graph)
• Fact Four: Access to health care is directly related to income and race in the United States. As a result the poor and minorities have poorer health than the wealthy and the whites.
• Fact Five: There would be no lines under a universal health care system in the United States because we have about a 30% oversupply of medical equipment and surgeons, whereas demand would increase about 15%
• Conclusion: The US denies access to health care based on the ability to pay. Under a universal health care system all would access care. There would be no lines as in other industrialized countries due to the oversupply in our providers and infrastructure, and the willingness/ability of the United States to spend more on health care than other industrialized nations.
5. Myth Four: Universal Health Care Would Result In Government Control And Intrusion Into Health Care Resulting In Loss Of Freedom Of Choice
• Fact One: There would be free choice of health care providers under a single payer universal health care system, unlike our current managed care system in which people are forced to see providers on the insurer’s panel to obtain medical benefits
• Fact Two: There would be no management of care under a single payer, universal health care system unlike the current managed care system which mandates insurer preapproval for services thus undercutting patient confidentiality and taking health care decisions away from the health care provider and consumer
• Fact Three: Although health care providers fees would be set as they are currently in 90% of cases, providers would have a means of negotiating fees unlike the current managed care system in which they are set in corporate board rooms with profits, not patient care, in mind
• Fact Four: Taxes, fees and benefits would be decided by the insurer which would be under the control of a diverse board representing consumers, providers, business and government. It would not be a government controlled system, although the government would have to approve the taxes. The system would be run by a public trust, not the government.
• Conclusion: Single payer, universal health care administered by a state public health system would be much more democratic and much less intrusive than our current system. Consumers and providers would have a voice in determining benefits, rates and taxes. Problems with free choice, confidentiality and medical decision making would be resolved
6. Myth Five: Universal Health Care Is Socialized Medicine And Would Be Unacceptable To The Public
• Fact One: Single payer universal health care is not socialized medicine. It is health care payment system, not a health care delivery system. Health care providers would be in fee for service practice, and would not be employees of the government, which would be socialized medicine. Single payer health care is not socialized medicine, any more than the public funding of education is socialized education, or the public funding of the defense industry is socialized defense.
• Fact Two: Repeated national and state polls have shown that between 60 and 75% of Americans would like a universal health care system (see The Harris Poll #78, October 20, 2005)
• Conclusion: Single payer, universal health care is not socialized medicine and would be preferred by the majority of the citizens of this country
7. Myth Six: The Problems With The US Health Care System Are Being Solved and Are Best Solved By Private Corporate Managed Care Medicine because they are the most efficient
• Fact One: Private for profit corporation are the lease efficient deliverer of health care. They spend between 20 and 30% of premiums on administration and profits. The public sector is the most efficient. Medicare spends 3% on administration.
• Fact Two: The same procedure in the same hospital the year after conversion from not-for profit to for-profit costs in between 20 to 35% more
• Fact Three: Health care costs in the United States grew more in the United States under managed care in 1990 to 1996 than any other industrialized nation with single payer universal health care
• Fact Four: The quality of health care in the US has deteriorated under managed care. Access problems have increased. The number of uninsured has dramatically increased (increase of 10 million to 43.4 million from 1989 to 1996, increase of 2.4% from 1989 to 1996- 16% in 1996 and increasing each year).
• Fact Five: The level of satisfaction with the US health care system is the lowest of any industrialized nation.
• Fact Six: 80% of citizens and 71% of doctors believe that managed care has caused quality of care to be compromised
• Conclusion: For profit, managed care can not solve the US health care problems because health care is not a commodity that people shop for, and quality of care must always be compromised when the motivating factor for corporations is to save money through denial of care and decreasing provider costs. In addition managed care has introduced problems of patient confidentiality and disrupted the continuity of care through having limited provider networks.
8. Overall Answer to the questions Why doesn’t the US have single payer universal health care when single payer universal health care is the most efficient, most democratic and most equitable means to deliver health care? Why does the United States remain wedded to an inefficient, autocratic and immoral system that makes health care accessible to the wealthy and not the poor when a vast majority of citizens want it to be a right of citizenship?
Loved Ones… Corporations are able to buy politicians through our campaign finance system and control the media to convince people that corporate health care is democratic, represents freedom, and is the most efficient system for delivering health care

At this time I petition for all individuals who are “making health care decisions at the insurance provider level” to learn all their lessons with the least amount of pain.

Loved Ones.."there is no going back"
Loved Ones a new scientific study led by the National Oceanic and Atmospheric Administration reaches a powerful conclusion about the climate change caused by future increases of carbon dioxide: to a large extent, there’s no going back.

The pioneering study, led by NOAA senior scientist Susan Solomon, shows how changes in surface temperature, rainfall, and sea level are largely irreversible for more than 1,000 years after carbon dioxide (CO2) emissions are completely stopped.

The findings appear during the week of January 26 in the Proceedings of the National Academy of Sciences.

“Our study convinced us that current choices regarding carbon dioxide emissions will have legacies that will irreversibly change the planet,” said Solomon, who is based in Boulder, Colo.

“It has long been known that some of the carbon dioxide emitted by human activities stays in the atmosphere for thousands of years,” Solomon said. “But the new study advances the understanding of how this affects the climate system.”

The study examines the consequences of allowing CO2 to build up to several different peak levels beyond present-day concentrations of 385 parts per million and then completely halting the emissions after the peak.

The authors found that the scientific evidence is strong enough to quantify some irreversible climate impacts, including rainfall changes in certain key regions, and global sea level rise.

If CO2 is allowed to peak at 450-600 parts per million, the results would include persistent decreases in dry-season rainfall that are comparable to the 1930s North American Dust Bowl in zones including southern Europe, northern Africa, southwestern North America, southern Africa and western Australia.

The study notes that decreases in rainfall that last not just for a few decades but over centuries are expected to have a range of impacts that differ by region.

Such regional impacts include decreasing human water supplies, increased fire frequency, ecosystem change and expanded deserts.

Dry-season wheat and maize agriculture in regions of rain-fed farming, such as Africa, would also be affected.

Climate impacts were less severe at lower peak levels. But at all levels added carbon dioxide and its climate effects linger because of the ocean.

“In the long run, both carbon dioxide loss and heat transfer depend on the same physics of deep-ocean mixing. The two work against each other to keep temperatures almost constant for more than a thousand years, and that makes carbon dioxide unique among the major climate gases,” said Solomon.

The scientists emphasize that increases in CO2 that occur in this century “lock in” sea level rise that would slowly follow in the next 1,000 years.

Considering just the expansion of warming ocean waters—without melting glaciers and polar ice sheets—the authors find that the irreversible global average sea level rise by the year 3000 would be at least 1.3–3.2 feet (0.4–1.0 meter) if CO2 peaks at 600 parts per million, and double that amount if CO2 peaks at 1,000 parts per million.

“Additional contributions to sea level rise from the melting of glaciers and polar ice sheets are too uncertain to quantify in the same way,” said Solomon. “They could be even larger but we just don’t have the same level of knowledge about those terms.

We presented the minimum sea level rise that we can expect from well-understood physics, and we were surprised that it was so large.”

Rising sea levels would cause “…irreversible commitments to future changes in the geography of the Earth, since many coastal and island features would ultimately become submerged,” the authors write.

Geoengineering to remove carbon dioxide from the atmosphere was not considered in the study. “Ideas about taking the carbon dioxide away after the world puts it in have been proposed, but right now those are very speculative,” said Solomon.

The authors relied on measurements as well as many different models to support the understanding of their results.

They focused on drying of particular regions and on thermal expansion of the ocean because observations suggest that humans are contributing to changes that have already been measured.

Besides Solomon, the study’s authors are Gian-Kasper Plattner and Reto Knutti of ETH Zurich, Switzerland, and Pierre Friedlingstein of Institut Pierre Simon Laplace, Gif-Sur-Yvette, France.

NOAA understands and predicts changes in the Earth's environment, from the depths of the ocean to the surface of the sun, and conserves and manages our coastal and marine resources.

Marcel Vogel+Leo Jones + Samuel Joseph Bell=Luminescence/interceptors
Loved Ones…some years ago…starting in 1957 through 1963 I was an altar boy at St. Leo’s Church in San Jose California…and along with my brother Charles did the 6:30 am mass Monday through Friday and then 7am on Saturday

…most of the time the church during this earliest mass had the same 3 or 4 “regulars”…among them was a most gentle man Mr. Vogel

he was a little bit chubby and ever so soft and quiet…occasionally he would enter into the back of the church and get on his knees and walk on his knees to the altar and then sit on the right side in the first pew…

I would come out at 6:10 am and light the candles and bring out the wine and water for the mass and he would be the only person in the church…

almost always he would be wearing a rather baggy wool sport coat with the pockets bulging with papers and accoutrements…

he had a little mustache and always was friendly…my dad said he was odd….and tended to dislike Marcel…

moving forwards to the year 2000 I was working with Leo Jones as an instructor with Fargo Countermeasures…

Leo (also a Catholic) shared an office with Marcel in San Francisco….

Leo was the founder of Fargo Countermeasures Company…the oldest counter measures manufacturer in North America…(the academy award nominee film THE CONVERSATION…is based on Leo… Leo was the consultant for this intriguing film made in San Francisco…about “bugging and surveillance”)

…any way when I first met Leo after establishing a good rapport I shared with him the knowledge that I was a channel and a medium…

he asked me to channel his guardian angel which I did and during this channeling Leo’s guardian angel brought along Marcel Vogel…

Leo asked “what was our office address?”…and Marcel brought thru the correct address…which was a secret ….and from that point on Leo fully understood some of the talents I had been blessed with….

right away he brought me up to speed on his past with various government agencies…and other groups which have/had contracts with certain government agencies….and private entities which had made use of his elite surveillance technologies

Leo desired to introduce me to the police chiefs on the West Coast however I declined to let him introduce me to the group in mass…rather instead to just a few of his closest contacts in California, Washington D.C. and within the Catholic Church.

One of the first projects he assigned to me was locating a woman who just disappeared….

I, using my paranormal skills brought forward the information that she was abducted…abused…wrapped in chains and disposed of off of the coast of Half Moon Bay….also I identified the location and residence (actually it was a small sailing boat anchored in the bay) of this killer….

after this first success… Leo was very excited to have me on his team…as I was able to bring some techniques which were not available to him via traditional electronic measures.

Now both Leo and Marcel have passed on…and yes both Leo and Marcel are still willing to assist me if I call for them…

Following is some public information about Marcel Vogel
Marcel Joseph Vogel (1917 - 1991) was a research scientist working at the IBM San Jose Almaden Research lab for some 27 years.

He is sometimes referred to as Dr. Vogel, however he held an honorary doctoral degree, not an earned Ph.D. degree.
It is claimed that Vogel started his research into luminescence while he was still in teens. This research eventually led him to publish his thesis Luminescence in Liquids and Solids and Their Practical Application in collaboration with Chicago University's Dr. Peter Pringsheim in 1943.

Two years after the publication, Vogel incorporated his own company, called Vogel Luminescence, in San Francisco. For the next decade the firm developed a variety of new products: fluorescent crayons, tags for insecticides, a black light inspection kit to determine the secret trackways of rodents in cellars from their urine, and the psychedelic colors popular in "new age" posters.

In 1957, Vogel Luminescence was sold to Ultra Violet Products and Vogel joined IBM as a full time research scientist.

He received numerous patents for his inventions. Among these was the magnetic coating for the 24” hard disc drive systems still in use. His areas of expertise, besides luminescence, were phosphor technology, magnetics and liquid crystal systems.
He also designed the vogel crystal which allegedly focuses "universal life force" by concentrating it to a higher level.

Vogel crystals are cut to the exact angle of 51 degrees 51 minutes and 51 seconds or the exact angle of the Great Pyramid of Giza. The crystal is designed after the geometry of the Tree of Life symbol. Its design is said to have came to him in a dream.

Vogel examined a metal sample which was allegedly given to Billy Meier by extraterrestrials and marveled at its unusual properties (Vogle stated it contained the element thulium) however it is worthwhile to note that Vogel was a chemist rather than a metallurgist.

The researcher Kal K. Korff claimed in one of his controversial books about Billy Meier that Thallium was being another word for Thulium and after analyzing from an so called Dr. Olgilvie that no thalium could be found in the sample and it was being just normal. Thulium is however different to the strong toxic Thalium element, and therefore Dr.Vogels analysis was right.

Dr. Vogel was featured in the first episode of In Search Of hosted by Leonard Nimoy called "Other Voices" .

He gave his theories regarding the possibility of communication between plants.

-777points= 1.2 trillion dollars loss for americans = Christianity, decadence, lead, monetary trouble, and military problems.
Loved Ones….the United States…the country in which I now reside…is collapsing ...the stock market just nose dived 777 points…financially…socially….environmentally and spiritually…this country is collapsing….

How can this be?

…Lets take a look at how Rome broke up…how Rome collapsed.


Loved Ones…There are adherents to single factors, but more people think Rome fell because of a combination of such factors as...There were many reasons for the fall of the Roman Empire.

Each one intertwined with the next.

Many even blame the introduction of Christianity for the decline. Christianity made many Roman citizens into pacifists, making it more difficult to defend against the barbarian attackers.

Also money used to build churches could have been used to maintain the empire. Although some argue that Christianity may have provided some morals and values for a declining civilization and therefore may have actually prolonged the imperial era.

Decline in Morals and Values
Those morals and values that kept together the Roman legions and thus the empire could not be maintained towards the end of the empire.

Crimes of violence made the streets of the larger cities unsafe.

Even during PaxRomana there were 32,000 prostitutes in Rome.

Emperors like Nero and Caligula became infamous for wasting money on lavish parties where guests ate and drank until they became ill.

The most popular amusement was watching the gladiatorial combats in the Colosseum.

These were attended by the poor, the rich, and frequently the emperor himself. As gladiators fought, vicious cries and curses were heard from the audience.

One contest after another was staged in the course of a single day. Should the ground become too soaked with blood, it was covered over with a fresh layer of sand and the performance went on.

Public Health
There were many public health and environmental problems. Many of the wealthy had water brought to their homes through lead pipes. Previously the aqueducts had even purified the water but at the end lead pipes were thought to be preferable. The wealthy death rate was very high. The continuous interaction of people at the Colosseum, the blood and death probable spread disease. Those who lived on the streets in continuous contact allowed for an uninterrupted strain of disease much like the homeless in the poorer run shelters of today.

Alcohol use increased as well adding to the incompetency of the general public.

Political Corruption
One of the most difficult problems was choosing a new emperor. Unlike Greece where transition may not have been smooth but was at least consistent, the Romans never created an effective system to determine how new emperors would be selected.

The choice was always open to debate between the old emperor, the Senate, the Praetorian Guard (the emperor's's private army), and the army.

Gradually, the Praetorian Guard gained complete authority to choose the new emperor, who rewarded the guard who then became more influential, perpetuating the cycle.

Then in 186 A. D. the army strangled the new emperor, the practice began of selling the throne to the highest bidder.

During the next 100 years, Rome had 37 different emperors - 25 of whom were removed from office by assassination. This contributed to the overall weaknesses of the empire.

Unemployment
During the latter years of the empire farming was done on large estates called latifundia that were owned by wealthy men who used slave labor.

A farmer who had to pay workmen could not produce goods as cheaply.

Many farmers could not compete with these low prices and lost or sold their farms. This not only undermined the citizen farmer who passed his values to his family, but also filled the cities with unemployed people.

At one time, the emperor was importing grain to feed more than 100,000 people in Rome alone. These people were not only a burden but also had little to do but cause trouble and contribute to an ever increasing crime rate.

Inflation
The roman economy suffered from inflation (an increase in prices) beginning after the reign of Marcus Aurelius.

Once the Romans stopped conquering new lands, the flow of gold into the Roman economy decreased.

Yet much gold was being spent by the romans to pay for luxury items.

This meant that there was less gold to use in coins. As the amount of gold used in coins decreased, the coins became less valuable.

To make up for this loss in value, merchants raised the prices on the goods they sold.

Many people stopped using coins and began to barter to get what they needed. Eventually, salaries had to be paid in food and clothing, and taxes were collected in fruits and vegetables.

Urban decay
Wealthy Romans lived in a domus, or house, with marble walls, floors with intricate colored tiles, and windows made of small panes of glass.

Most Romans, however, were not rich, They lived in small smelly rooms in apartment houses with six or more stories called islands.

Each island covered an entire block.

At one time there were 44,000 apartment houses within the city walls of Rome.

First-floor apartments were not occupied by the poor since these living quarters rented for about $00 a year. The more shaky wooden stairs a family had to climb, the cheaper the rent became. The upper apartments that the poor rented for $40 a year were hot, dirty, crowed, and dangerous.

Anyone who could not pay the rent was forced to move out and live on the crime-infested streets.

Because of this cities began to decay.

Inferior Technology
During the last 400 years of the empire, the scientific achievements of the Romans were limited almost entirely to engineering and the organization of public services. They built marvelous roads, bridges, and aqueducts. They established the first system of medicine for the benefit of the poor. But since the Romans relied so much on human and animal labor, they failed to invent many new machines or find new technology to produce goods more efficiently. They could not provide enough goods for their growing population. They were no longer conquering other civilizations and adapting their technology, they were actually losing territory they could not longer maintain with their legions.

Military Spending
Maintaining an army to defend the border of the Empire from barbarian attacks was a constant drain on the government.

Military spending left few resources for other vital activities, such as providing public housing and maintaining quality roads and aqueducts.

Frustrated Romans lost their desire to defend the Empire.

The empire had to begin hiring soldiers recruited from the unemployed city mobs or worse from foreign counties. Such an army was not only unreliable, but very expensive.

The emperors were forced to raise taxes frequently which in turn led again to increased inflation.

THE FINAL BLOWS
For years, the well-disciplined Roman army held the barbarians of Germany back. Then in the third century A. D. the Roman soldiers were pulled back from the Rhine-Danube frontier to fight civil war in Italy. This left the Roman border open to attack. Gradually Germanic hunters and herders from the north began to overtake Roman lands in Greece and Gaul (later France). Then in 476 A. D. the Germanic general Odacer or Odovacar overthrew the last of the Roman Emperors, Augustulus Romulus. From then on the western part of the Empire was ruled by Germanic chieftain.

Roads and bridges were left in disrepair and fields left untilled. Pirates and bandits made travel unsafe. Cities could not be maintained without goods from the farms, trade and business began to disappear.

And The United States was no more in the West.

Even the rise of Islam is proposed as the reason for Rome's fall, by some who think the Fall of Rome happened at Constantinople in the 15th Century.

we are all children of our Divine Parents Mother and Father God…

and as we all are of the same Source…

Loved ones this is so true…while we each have been given free will to each learn all our lessons…and…loved ones….there are many…many…lessons to be learned through experience…lessons we can only learn by living through them…by experiencing them…and yes…many of these lessons are painful…in fact some of the most important lessons we each learn is the most painful…lessons about not judging others…

yes we can judge their actions but we cannot judge them…you cannot even judge yourself….and loved ones…no even our Divine Parents will judge us…as we came here to this planet especially to learn certain lessons that we can only learn by going threw them here…

Loved ones the North Korean leader Kim Jong Il is believed to be recovering from an apparent stroke, South Korea's presidential office said Wednesday, as the communist nation rejected reports questioning Kim's health as a "conspiracy plot."

Speculation has intensified that Kim may have taken ill after he missed a parade Tuesday commemorating the communist state's founding 60 years ago. That followed weeks of being absent from public view and rumors that foreign doctors were brought to the isolated nation to possibly treat him.

On Wednesday, South Korean presidential spokesman Lee Dong-kwan said that President Lee Myung-bak and top officials received an intelligence briefing on Kim's health. The spokesman said in a statement that according to the briefing Kim was "not seen to be in a serious condition."

South Korea's National Intelligence Service reported to a parliamentary committee that it obtained intelligence reports showing Kim recently had surgery for an unspecified circulatory problem, and his condition had much improved, an agency official said.

The official, who spoke on condition of anonymity citing office policy, did not elaborate.
South Korea's Yonhap news agency, citing lawmakers briefed by the spy agency, reported that the 66-year-old Kim suffered a cerebral hemorrhage, but he remains conscious and "is able to control the situation."

The NIS also reported to lawmakers that Kim is in a "recoverable and manageable condition," and that the North is not in a "power vacuum," Yonhap said.
NIS officials said they could not confirm the Yonhap report.

Earlier in the day, North Korean officials denied that Kim may be ill or that there was anything unusual about his absence from the parade.
"There are no problems," Kim Yong Nam, Pyongyang's No. 2 leader and ceremonial head of state, told Japan's Kyodo News agency, referring to Kim Jong Il's absence.
Song Il Ho, a senior diplomat, said reports of Kim's illness are "worthless" and a "conspiracy plot," adding Western media "have reported falsehoods before," according to Kyodo's dispatch from Pyongyang.

It was not the first time North Korea had sent a message to the outside world through Kyodo. Kim Yong Nam also gave the news organization an interview two days after North Korea carried out its first-ever nuclear test blast in 2006.
In another indication that the North's leader is alive, Pyongyang's official Korean Central News Agency said Kim sent a birthday greeting Wednesday to Syria's leader.
Kim wished Syrian President Bashar Assad good health and success in efforts to make the country secure and prosperous, according to the Korean-language message carried by KCNA.

Early Wednesday, South Korean President Lee Myung-bak convened an emergency meeting in Seoul to discuss the situation with senior aides, an official at the presidential Blue House said.

Lee's office said in a statement after the meeting that the government will continue to follow the situation closely. It said Seoul had predicted the North's leader may not attend Tuesday's event, but did not elaborate.

Seoul's Defense Ministry said there has been no unusual movement in North Korea's military and the heavily armed border between the two sides remained calm.
North Korea's official Korean Central News Agency devoted its coverage Wednesday to stories celebrating the country's founding anniversary and gave no hint of Kim's condition.

It is considered an absolute taboo for state media to discuss the North Korean leader's health in the totalitarian nation where he is revered almost as a demigod.

Speculation over Kim's condition spiked Tuesday after he did not appear at a parade commemorating North Korea's founding 60 years ago, one of the country's most celebrated holidays along with the birthdays of Kim and his late father, Kim Il Sung, the country's founding leader.

Kim, who has been rumored to be in varying degrees of ill health for years, took over the reclusive state upon the death of his father 14 years ago in a hereditary transfer of power. The younger Kim attended the parade on the 50th and 55th anniversaries and was widely expected to do so this year as well.
Since late 2002, North Korea has been locked in a standoff with the United States over its nuclear ambitions.

The country carried out its first nuclear test in 2006, but agreed last year to disable its nuclear facilities in exchange for economic aid and political concessions.

The negotiations, however, hit a snag again recently with the two sides at odds over how to verify North Korea's accounting of its nuclear programs. Washington has delayed its promised removal of Pyongyang from the U.S. terrorism blacklist.
