What is more dangerous to you? American Greed or the Taliban?
Loved Ones…the figures released on Thursday by the New York attorney general, Andrew M. Cuomo, provided the most detailed accounting yet of Wall Street's millionaire ranks.
In the report, Mr. Cuomo said that 738 bankers and traders at Citigroup took home bonuses of $1 million or more in 2008 even as the bank posted a $27.7 billion loss.
In all, Citigroup paid $5.33 billion in bonuses; it received $45 billion in bailout funds.
Bank of America and Merrill Lynch, whose merger brought the combined company to the brink of collapse, paid 868 employees bonuses worth at least $1 million.
Both banks, whose compensation packages are being reviewed by a federal pay czar, turned to the government twice for bailouts, receiving a total of $45 billion.
Merrill's bonuses totaled $3.6 billion in a year that it lost $27.6 billion, the report said, while Bank of America paid $3.3 billion in bonuses on $4 billion in earnings.
Wall Street's more profitable firms were more generous, even though they also received government support. At Goldman Sachs, 953 bankers and traders took home bonuses worth at least $1 million last year, including 212 employees who received more than $3 million.
The investment bank paid a total of $4.8 billion in bonuses last year, the report said, more than twice its earnings of $2.3 billion. The bank got $10 billion in bailout funds.
Morgan Stanley paid nearly 428 employees bonuses of at least $1 million, including 290 who received more than $2 million.
Morgan Stanley, which earned $1.7 billion last year and received $10 billion in federal aid, paid $4.5 billion in bonuses.
JPMorgan Chase paid 1,626 employees bonuses of more than $1 million in 2008 and received $25 billion in federal assistance.
The bank earned $5.6 billion, while its bonuses totaled $8.69 billion.

IRAQ: CONDITIONS FOR MILITARY ACTION
Summary
(1) Note the latest position on US military planning and timescales for possible action.
(2) Agree that the objective of any military action should be a stable and law-abiding Iraq, within present borders, co-operating with the international community, no longer posing a threat to its neighbors or international security, and abiding by its international obligations on WMD.
(3) Agree to engage the US on the need to set military plans within a realistic political strategy, which includes identifying the succession to Saddam Hussein and creating the conditions necessary to justify government military action, which might include an ultimatum for the return of UN weapons inspectors to Iraq. This should include a call from the Prime Minister to President Bush ahead of the briefing of US military plans to the President on 4 August.
(4) Note the potentially long lead times involved in equipping UK Armed Forces to undertake operations in the Iraqi theatre and agree that the MOD should bring forward proposals for the procurement of Urgent Operational Requirements under cover of the lessons learned from Afghanistan and the outcome of SR2002.
(5) Agree to the establishment of an ad hoc group of officials under Cabinet Office Chairmanship to consider the development of an information campaign to be agreed with the US.
Introduction
1. The US Government's military planning for action against Iraq is proceeding apace. But, as yet, it lacks a political framework. In particular, little thought has been given to creating the political conditions for military action, or the aftermath and how to shape it.
2. When the Prime Minister discussed Iraq with President Bush at Crawford in April he said that the UK would support military action to bring about regime change, provided that certain conditions were met: efforts had been made to construct a coalition/shape public opinion, the Israel-Palestine Crisis was quiescent, and the options for action to eliminate Iraq's WMD through the UN weapons inspectors had been exhausted.
3. We need now to reinforce this message and to encourage the US Government to place its military planning within a political framework, partly to forestall the risk that military action is precipitated in an unplanned way by, for example, an incident in the No Fly Zones. This is particularly important for the UK because it is necessary to create the conditions in which we could legally support military action. Otherwise we face the real danger that the US will commit themselves to a course of action which we would find very difficult to support.
4. In order to fulfil the conditions set out by the Prime Minister for UK support for military action against Iraq, certain preparations need to be made, and other considerations taken into account. This note sets them out in a form which can be adapted for use with the US Government. Depending on US intentions, a decision in principle may be needed soon on whether and in what form the UK takes part in military action.
The Goal
5. Our objective should be a stable and law-abiding Iraq, within present borders, co-operating with the international community, no longer posing a threat to its neighbours or to international security, and abiding by its international obligations on WMD. It seems unlikely that this could be achieved while the current Iraqi regime remains in power. US military planning unambiguously takes as its objective the removal of Saddam Hussein's regime, followed by elimination if Iraqi WMD. It is however, by no means certain, in the view of UK officials, that one would necessarily follow from the other. Even if regime change is a necessary condition for controlling Iraqi WMD, it is certainly not a sufficient one.
US Military Planning
6. Although no political decisions have been taken, US military planners have drafted options for the US Government to undertake an invasion of Iraq. In a 'Running Start', military action could begin as early as November of this year, with no overt military build-up. Air strikes and support for opposition groups in Iraq would lead initially to small-scale land operations, with further land forces deploying sequentially, ultimately overwhelming Iraqi forces and leading to the collapse of the Iraqi regime. A 'Generated Start' would involve a longer build-up before any military action were taken, as early as January 2003. US military plans include no specifics on the strategic context either before or after the campaign. Currently the preference appears to be for the 'Running Start'. CDS will be ready to brief Ministers in more detail.
7. US plans assume, as a minimum, the use of British bases in Cyprus and Diego Garcia. This means that legal base issues would arise virtually whatever option Ministers choose with regard to UK participation.
The Viability of the Plans
8. The Chiefs of Staff have discussed the viability of US military plans. Their initial view is that there are a number of questions which would have to be answered before they could assess whether the plans are sound. Notably these include the realism of the 'Running Start', the extent to which the plans are proof against Iraqi counter-attack using chemical or biological weapons and the robustness of US assumptions about the bases and about Iraqi (un)willingness to fight.
UK Military Contribution
9. The UK's ability to contribute forces depends on the details of the US military planning and the time available to prepare and deploy them. The MOD is examining how the UK might contribute to US-led action. The options range from deployment of a Division (ie Gulf War sized contribution plus naval and air forces) to making available bases. It is already clear that the UK could not generate a Division in time for an operation in January 2003, unless publicly visible decisions were taken very soon. Maritime and air forces could be deployed in time, provided adequate basing arrangements could be made. The lead times involved in preparing for UK military involvement include the procurement of Urgent Operational Requirements, for which there is no financial provision.
The Conditions Necessary for Military Action
10. Aside from the existence of a viable military plan we consider the following conditions necessary for military action and UK participation: justification/legal base; an international coalition; a quiescent Israel/Palestine; a positive risk/benefit assessment; and the preparation of domestic opinion.
Justification
11. US views of international law vary from that of the UK and the international community. Regime change per se is not a proper basis for military action under international law. But regime change could result from action that is otherwise lawful. We would regard the use of force against Iraq, or any other state, as lawful if exercised in the right of individual or collective self-defence, if carried out to avert an overwhelming humanitarian catastrophe, or authorised by the UN Security Council. A detailed consideration of the legal issues, prepared earlier this year, is at Annex A. The legal position would depend on the precise circumstances at the time. Legal bases for an invasion of Iraq are in principle conceivable in both the first two instances but would be difficult to establish because of, for example, the tests of immediacy and proportionality. Further legal advice would be needed on this point.
12. This leaves the route under the UNSC resolutions on weapons inspectors. Kofi Annan has held three rounds of meetings with Iraq in an attempt to persuade them to admit the UN weapons inspectors. These have made no substantive progress; the Iraqis are deliberately obfuscating. Annan has downgraded the dialogue but more pointless talks are possible. We need to persuade the UN and the international community that this situation cannot be allowed to continue ad infinitum. We need to set a deadline, leading to an ultimatum. It would be preferable to obtain backing of a UNSCR for any ultimatum and early work would be necessary to explore with Kofi Annan and the Russians, in particular, the scope for achieving this.
13. In practice, facing pressure of military action, Saddam is likely to admit weapons inspectors as a means of forestalling it. But once admitted, he would not allow them to operate freely. UNMOVIC (the successor to UNSCOM) will take at least six months after entering Iraq to establish the monitoring and verification system under Resolution 1284 necessary to assess whether Iraq is meeting its obligations. Hence, even if UN inspectors gained access today, by January 2003 they would at best only just be completing setting up. It is possible that they will encounter Iraqi obstruction during this period, but this more likely when they are fully operational.
14. It is just possible that an ultimatum could be cast in terms which Saddam would reject (because he is unwilling to accept unfettered access) and which would not be regarded as unreasonable by the international community. However, failing that (or an Iraqi attack) we would be most unlikely to achieve a legal base for military action by January 2003.
An International Coalition
15. An international coalition is necessary to provide a military platform and desirable for political purposes.
16. US military planning assumes that the US would be allowed to use bases in Kuwait (air and ground forces), Jordan, in the Gulf (air and naval forces) and UK territory (Diego Garcia and our bases in Cyprus). The plans assume that Saudi Arabia would withhold co-operation except granting military over-flights. On the assumption that military action would involve operations in the Kurdish area in the North of Iraq, the use of bases in Turkey would also be necessary.
17. In the absence of UN authorisation, there will be problems in securing the support of NATO and EU partners. Australia would be likely to participate on the same basis as the UK. France might be prepared to take part if she saw military action as inevitable. Russia and China, seeking to improve their US relations, might set aside their misgivings if sufficient attention were paid to their legal and economic concerns. Probably the best we could expect from the region would be neutrality. The US is likely to restrain Israel from taking part in military action. In practice, much of the international community would find it difficult to stand in the way of the determined course of the US hegemon. However, the greater the international support, the greater the prospects of success.
A Quiescent Israel-Palestine
18. The Israeli re-occupation of the West Bank has dampened Palestinian violence for the time being but is unsustainable in the long-term and stoking more trouble for the future. The Bush speech was at best a half step forward. We are using the Palestinian reform agenda to make progress, including a resumption of political negotiations. The Americans are talking of a ministerial conference in November or later. Real progress towards a viable Palestinian state is the best way to undercut Palestinian extremists and reduce Arab antipathy to military action against Saddam Hussein. However, another upsurge of Palestinian/Israeli violence is highly likely. The co-incidence of such an upsurge with the preparations for military action against Iraq cannot be ruled out. Indeed Saddam would use continuing violence in the Occupied Territories to bolster popular Arab support for his regime.
Benefits/Risks
19. Even with a legal base and a viable military plan, we would still need to ensure that the benefits of action outweigh the risks. In particular, we need to be sure that the outcome of the military action would match our objective as set out in paragraph 5 above. A post-war occupation of Iraq could lead to a protracted and costly nation-building exercise.
As already made clear, the US military plans are virtually silent on this point.
Washington could look to us to share a disproportionate share of the burden. Further work is required to define more precisely the means by which the desired endstate would be created, in particular what form of Government might replace Saddam Hussein's regime and the timescale within which it would be possible to identify a successor. We must also consider in greater detail the impact of military action on other UK interests in the region.
Domestic Opinion
20. Time will be required to prepare public opinion in the UK that it is necessary to take military action against Saddam Hussein. There would also need to be a substantial effort to secure the support of Parliament. An information campaign will be needed which has to be closely related to an overseas information campaign designed to influence Saddam Hussein, the Islamic World and the wider international community. This will need to give full coverage to the threat posed by Saddam Hussein, including his WMD, and the legal justification for action.
Timescales
21. Although the US military could act against Iraq as soon as November, we judge that a military campaign is unlikely to start until January 2003, if only because of the time it will take to reach consensus in Washington. That said, we judge that for climactic reasons, military action would need to start by January 2003, unless action were deferred until the following autumn.
22. As this paper makes clear, even this timescale would present problems. This means that:
(a) We need to influence US consideration of the military plans before President Bush is briefed on 4 August, through contacts between the Prime Minister and the President and at other levels

when the United States will break up into six autonomous regions
Loved Ones….some say President Barack Obama will order martial law this year..
the U.S. will split into six rump-states before 2011..
and Russia and China will become the backbones of a new world order.
Loved Ones…these are the solid predictions of Igor Panarin …..
a dean at the Foreign Ministry's school for future diplomats and a regular on Russia's state-guided TV channels.
"There is a high probability that the collapse of the United States will occur by 2010," Panarin told dozens of students, professors and diplomats Tuesday at the Diplomatic Academy — a lecture the ministry pointedly invited The Associated Press and other foreign media to attend.
The prediction from Panarin, a former spokesman for Russia's Federal Space Agency and reportedly an ex-KGB analyst, meshes with the negative view of the U.S.
Putin, the former president who is now prime minister, has likened the United States to Nazi Germany's Third Reich and correctly blames Washington for the global financial crisis that has pounded the Russian economy.
Panarin didn't give many specifics on what underlies his analysis, mostly citing newspapers, magazines and other open sources.
He also noted he had been predicting the demise of the world's wealthiest country for more than a decade now.
But he said the recent economic turmoil in the U.S. and other "social and cultural phenomena" led him to nail down a specific timeframe for "The End" — when the United States will break up into six autonomous regions and Alaska will revert to Russian control.
Panarin argued that Americans are in moral decline, saying their great psychological stress is evident from school shootings, the size of the prison population and the number of gay men.
Turning to economic woes, he cited the slide in major stock indexes, the decline in U.S. gross domestic product and Washington's bailout of banking giant Citigroup as evidence that American dominance of global markets has collapsed.
"I was there recently and things are far from good,"
he said. "What's happened is the collapse of the American dream."
Panarin insisted he didn't wish for a U.S. collapse, but he predicted Russia and China would emerge from the economic turmoil stronger and said the two nations should work together, even to create a new currency to replace the U.S. dollar.

President Obama functions with White Light of the Holy Spirit
Loved Ones…Obama's meditative demeanor throughout his campaigning was exemplary.
Repeatedly, he has talked about Gandhi as one of his chief inspirations: "In my life, I have always looked to Mahatma Gandhi as an inspiration, because he embodies the kind of transformational change that can be made when ordinary people come together to do extraordinary things. That is why his portrait hangs in my Senate office; to remind me that real results will not just come from Washington, they will come from the people."
Time magazine even captured his "lucky charm" of Hanuman, an Indian diety, that moved many South Asians. :) Chronicle even published an article in June wondering if he was enlightened!
In a candid conversation on faith that Obama had with Cathleen Falsani during his 2004 Senate campaign, that illuminates the clarity of his values and spiritual practice. Some excerpts that were found to be insightful:
Obama: It's interesting, the most powerful political moments for me come when I feel like my actions are aligned with a certain truth. I can feel it. When I'm talking to a group and I'm saying something truthful, I can feel a power that comes out of those statements that is different than when I'm just being glib or clever.
Q: What's that power? Is it the holy spirit? God?
Obama: Well, I think it's the power of the recognition of God, or the recognition of a larger truth that is being shared between me and an audience.
That's something you learn watching ministers, quite a bit. What they call the Holy Spirit. They want the Holy Spirit to come down before they're preaching, right?
Not to try to intellectualize it but what I see is there are moments that happen within a sermon where the minister gets out of his ego and is speaking from a deeper source. And it's powerful.
There are also times when you can see the ego getting in the way. Where the minister is performing and clearly straining for applause or an Amen. And those are distinct moments. I think those former moments are sacred. [...]
A standard line in my stump speech during this campaign is that my politics are informed by a belief that we're all connected. That if there's a child on the South Side of Chicago that can't read, that makes a difference in my life even if it's not my own child. If there's a senior citizen in downstate Illinois that's struggling to pay for their medicine and having to chose between medicine and the rent, that makes my life poorer even if it's not my grandparent.
And if there's an Arab American family that's being rounded up by John Ashcroft without the benefit of due process, that threatens my civil liberties.
I can give religious expression to that. I am my brother's keeper, I am my sister's keeper, we are all children of God. Or I can express it in secular terms. But the basic premise remains the same.
Q: An example of a role model, who combined everything you said you want to do in your life, and your faith?
Obama: I think Gandhi is a great example of a profoundly spiritual man who acted and risked everything on behalf of those values but never slipped into intolerance or dogma. He seemed to always maintain an air of doubt about him.
I think Dr. King, and Lincoln. Those three are good examples for me of people who applied their faith to a larger canvas without allowing that faith to metastasize into something that is hurtful.

Loved Ones…a resolution condemning Israel's military offensive in Gaza has been adopted by the UN Human Rights Council.
The non-binding resolution, approved in Geneva on Monday, said Israel's operation had "resulted in massive violations of human rights of the Palestinian people".
More than 900 Palestinians have died during the fighting, many of them women and children, and a further 4,100 have been wounded.
At least 25,000 have been displaced due to the ongoing bombardment, but are unable to flee the overcrowded territory as crossing points remain closed.
The resolution, drafted by Arab, Asian and African countries, called for an international mission to be sent immediately to the Gaza Strip to investigate Israel's actions.
It also called for an immediate end to the "launching of the crude rockets against Israeli civilians" by the Palestinian factions.
Israel launched its operation on December 27 after a ceasefire with Hamas ended a week earlier, stating its objective was to target the Palestinian faction's infrastructure and bring an end to the firing of homemade rockets into southern Israel.
The text of the document said the council "strongly condemns the ongoing Israeli military operations ... which have resulted in massive violations of human rights of the Palestinian people and systematic destruction of the Palestinian infrastructure".
The resolution was backed by, among others, Russia, China, Argentina and Brazil.
During a debate on the resolution, Pakistan, speaking for the Organisation of the Islamic Conference (OIC), denounced what it called Israel's "unrestrained use of force, killing of innocent civilians" and violation of UN havens.
At least 40 people died last Tuesday when the UN-run school they were sheltering in was hit by Israeli fire.
Rupert Colville, a spokesman for the UN High Commissioner for Human Rights, stated "In the end they [the UN] passed the resolution, it was not unanimous. I would not say it was that heated, at the end of the day there were still differences of opinion.
Many states praised the Palestinian delegation for the flexibility they had shown in the negotiations, but they could not quite reach a consensus."
Speaking in the Gaza Strip, John Ging, head of the United Nations Relief and Works Agency (UNRWA) operations in Gaza, repeated his call for an immediate end to the fighting.
"I say now, to all politicians, here in Israel and internationally, you have an obligation to the ordinary people in the name of humanity and all that is civilised, we need to stop this now. Those who help will never be forgotten.
"Israel is responsible for its own actions and it is very clear to us that there are a lot of actions in this conflict that will need to be fully investigated independently and internationally.
"Those who have been killed and injured, those who are innocent, deserve accountability."
Peter Splinter, Amnesty International's representative at the United Nations in Geneva, backed the call for an investigation, saying "there must be a full accountability for war crimes".
"Evidence of war crimes is presenting itself each day," he stated…
Boutros Boutros-Ghali, a former UN secretary-general, added his perspective on the situation, saying the assault on Gaza "is a present the Israelis gave to the fundamentalists".
"It will reinforce extremists, fundamentalists, all over Arab countries and even inside Israel," he said.
Loved Ones…do you for a moment think those who are bombed with American weapons…targeted by American Satellite targeting systems…paid for with American Tax monies will forget who murdered their sons…who murdered their daughters…who murdered their infants in their mothers arms…the United Nations mandate is now being mocked….Loved ones to make war is profane…defense is compulsory.

Loved Ones...are we a "Christian" nation?
Loved Ones…one of the most common images of Our Lord Jesus the Christ promoted by “Christians” is of His physical body hanging on a torture device.
Loved Ones…Our Lord spent the vast bulk of His life happy…playing with loved ones…
enjoying the company of his most loving wife and loving beautiful children…
He spent many many more hours kissing newborns and tiny babies…. and playing games with children than He ever did being tortured.
Our Lord Jesus the Christ spent a relatively few hours being physically overpowered and hung upon a torture device… yet….this is how He is most often depicted….
Loved Ones…please give this some thought…if during your life you were abused at some specific time….for example you were being sodomized as a physical torture by foreign soldiers…would you want your image…would you desire your memory to be constantly kept alive for the rest of mankind to be stimulated with as you being sodomized?
Loved Ones….would you be pleased to go into thousands of buildings designed to honor you and to honor all your loving teaching so that you will be remembered with your image being sodomized up in front where all who entered were faced to look at you being violated?....I think not!
Do you actually think Our Lord Jesus the Christ wants you to see images of Him hanging on a torture device?
Of course not…yet that is what so called “Christians” do.
Loved Ones…During his State of the Union address, George W. Bush spoke about the horrifying torture techniques Saddam Hussein has inflicted on prisoners in Iraq. He described the use of electric shock, burning with hot irons, acid, and rape. He said that the Iraqi government tortured children to get their parents to confess to crimes.
President Bush concluded: "If this isn't evil, then evil has no meaning."
Loved Ones...There is now strong evidence that the United States itself has engaged in torture and condoned its use by others as part of its war against terrorism.
Photographs of Iraqi prisoners at Abu Ghraib prison in Baghdad, hooded, naked, attached to wires, attacked by dogs, forced to simulate sex acts and assume humiliating and painful postitions, and presided over by smiling U.S. military personnel have shocked the world. Other incidents of abuse and even murder have come to light and received new attention.
Loved Ones…Now we learn that the Bush administration endorsed the use of waterboarding against al-Qaeda suspects in secret memos to the Central Intelligence Agency (CIA), the Washington Post has reported.
The pair of classified memos, written in 2003 and 2004, was requested by George Tenet, former CIA chief, more than a year after secret interrogations got under way, the newspaper quoted administration and intelligence officials as saying.
The Post reported on Wednesday that the CIA required cover from the White House due to concerns of a possible backlash if details on harsh interrogation methods went public.
Waterboarding, which involves tipping a suspect back and pouring water over his face to provoke the fear of drowning, has been roundly criticised by human rights groups.
Although lawyers from the US justice department had permitted the agency's interrogation methods, which began in 2002, senior CIA officials wanted the Bush administration to give the programme an endorsement in writing, the Post reported.
The request by Tenet to get a written endorsement of the CIA programme reflected unease that the Bush administration might absolve itself of decisions taken about the handling of captured al Qaeda leaders, the Post said, citing anonymous former intelligence officials.
Tenet first asked the White House for written approval in June 2003 during a meeting with members of the National Security Council, the Post reported.
Soon after, Tenet received a brief memo from the Bush administration, giving explicit approval for the CIA's interrogation methods, the officials were cited as saying by the Post.
Tenet requested a second endorsement of CIA interrogation from the administration in June 2004, the newspaper reported.
The request was made after the abuse of Iraqi detainees by US soldiers at Baghdad's Abu Ghraib prison became public, it said.
Administration officials confirmed the existence of the memos, but neither they nor former intelligence officers would describe the still classified documents in detail, the newspaper reported.
Loved Ones…The Convention against Torture defines torture as "any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person information or a confession…." (Art. 1). It may be "inflicted by or at the instigation of or acquiescence of a public official or other person acting in an official capacity."
The prohibition against torture under international law applies to many measures—e.g. beating on the soles of the feet; electric shock applied to genitals and nipples; rape; near drowning through submersion in water; near suffocation by plastic bags tied around the head; burning; whipping; needles inserted under fingernails; mutilation; hanging by feet or hands for prolonged periods.
International law also prohibits mistreatment that does not meet the definition of torture, either because less severe physical or mental pain is inflicted, or because the necessary purpose of the ill-treatment is not present.
It affirms the right of every person not to be subjected to cruel, inhuman or degrading treatment.
Examples of such prohibited mistreatment include being forced to stand spread eagled against the wall; being subjected to bright lights or blindfolding; being subjected to continuous loud noise; being deprived of sleep, food or drink; being subjected to forced constant standing or crouching; or violent shaking. In essence, any form of physical treatment used to intimidate, coerce or "break" a person during an interrogation constitutes prohibited ill-treatment. If these practices are intense enough, prolonged in duration, or combined with other measures that result in severe pain or suffering, they can qualify as torture.
The prohibition against torture as well as cruel, inhuman or degrading treatment is not limited to acts causing physical pain or injury. It includes acts that cause mental suffering—e.g. through threats against family or loved ones. As the U.S. Supreme Court has recognized, "coercion can be mental as well as physical…the blood of the accused is not the only hallmark of an unconstitutional inquisition" Miranda v. Arizona, 384 U.S. 436, 448, (1966) citing Blackburn v. State of Alabama, 361 U.S. 199 (1960). As discussed below, the use of mind-altering drugs to compel a person to provide information would at least amount to inhuman or degrading treatment under the Convention against Torture.
